 A BILL TO BE ENTITLED
 AN ACT
 relating to providing proof of identity to obtain a one-trip or
 30-day trip permit for the transit of certain unregistered
 vehicles.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 502.354, Transportation Code, is amended
 by amending Subsection (e) and adding Subsection (j) to read as
 follows:
 (e)  A person may obtain a permit under this section by:
 (1)  applying on a form provided by the department to:
 (A)  the county assessor-collector of the county
 in which the vehicle will first be operated on a public highway; or
 (B)  the department in Austin or at one of the
 department's vehicle title and registration regional offices;
 (2)  paying a fee, in cash or by postal money order or
 certified check, of:
 (A)  $5 for a one-trip permit; or
 (B)  $25 for each 30-day period; [and]
 (3)  furnishing evidence of financial responsibility
 for the vehicle in a form listed under Section 502.153(c); and
 (4)  providing proof of the person's identity using a
 state-issued driver's license or personal identification
 certificate.
 (j)  The department or a county assessor-collector, as
 appropriate, shall keep a record of an applicant's proof of
 identity provided under Subsection (e)(4) in the database the
 department or county assessor-collector uses to record information
 about permits issued under this section.
 SECTION 2.  This Act takes effect September 1, 2011.
