                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            April 26, 2011      TO: Honorable Rodney Ellis, Chair, Senate Committee on Government Organization      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB266 by Hilderbran (Relating to the use of address-matching software by certain state agencies.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would require, when practicable, a state agency to use address-matching software meeting the United States Postal Service's Coding Accuracy Support System standards in the preparation of bulk mailings. The Department of Public Safety would be required to use software meeting the same standards to ensure the verification of driver's license holders' addresses. The bill's requirements would apply to private vendor contracts with state agencies for bulk mail services. The bill would take effect September 1, 2011. This analysis assumes that any costs associated with implementing the bill's requirements could be met with existing resources. Local Government Impact No fiscal implication to units of local government is anticipated.
