12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

13 | 13 | | SECTION 1. Section 2176.201, Government Code, is amended to |
---|
14 | 14 | | read as follows: |
---|
15 | 15 | | Sec. 2176.201. USE OF CERTAIN MAIL SERVICES. (a) |
---|
16 | 16 | | Notwithstanding another law that requires the use of certain mail |
---|
17 | 17 | | services, a state agency may use any form of mail service available |
---|
18 | 18 | | from the United States Postal Service to lower postal costs |
---|
19 | 19 | | whenever acceptable levels of accountability, timeliness, |
---|
20 | 20 | | security, and quality of service can be maintained. |
---|
21 | 21 | | (b) If practicable, a state agency must use |
---|
22 | 22 | | address-matching software that meets certification standards under |
---|
23 | 23 | | the Coding Accuracy Support System adopted by the United States |
---|
24 | 24 | | Postal Service or that meets any subsequent standard adopted by the |
---|
25 | 25 | | United States Postal Service to replace Coding Accuracy Support |
---|
26 | 26 | | System standards for preparation of bulk mailings. If a state |
---|
27 | 27 | | agency contracts with a provider for bulk mailing services, the |
---|
28 | 28 | | contract must require that the provider use address-matching |
---|
29 | 29 | | software that meets or exceeds certification standards under the |
---|
30 | 30 | | Coding Accuracy Support System or subsequent standards adopted by |
---|
31 | 31 | | the United States Postal Service. |
---|
32 | 32 | | SECTION 2. Subchapter C, Chapter 521, Transportation Code, |
---|
33 | 33 | | is amended by adding Section 521.063 to read as follows: |
---|
34 | 34 | | Sec. 521.063. MAILING ADDRESS VERIFICATION SYSTEM. The |
---|
35 | 35 | | department by rule shall establish a system to ensure that |
---|
36 | 36 | | addresses of driver's license holders are verified and matched to |
---|
37 | 37 | | United States Postal Service delivery addresses by use of |
---|
38 | 38 | | address-matching software. The software must meet certification |
---|
39 | 39 | | standards under the Coding Accuracy Support System adopted by the |
---|
40 | 40 | | United States Postal Service or a subsequent standard adopted by |
---|
41 | 41 | | the United States Postal Service to replace Coding Accuracy Support |
---|
42 | 42 | | System standards for preparation of bulk mailings. If the |
---|
