1010 relating to the use of address-matching software by certain state
1111 agencies.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Section 2176.201, Government Code, is amended to
1414 read as follows:
1515 Sec. 2176.201. USE OF CERTAIN MAIL SERVICES. (a)
1616 Notwithstanding another law that requires the use of certain mail
1717 services, a state agency may use any form of mail service available
1818 from the United States Postal Service to lower postal costs
1919 whenever acceptable levels of accountability, timeliness,
2020 security, and quality of service can be maintained.
2121 (b) If practicable, a state agency must use
2222 address-matching software that meets certification standards under
2323 the Coding Accuracy Support System adopted by the United States
2424 Postal Service or that meets any subsequent standard adopted by the
2525 United States Postal Service to replace Coding Accuracy Support
2626 System standards for preparation of bulk mailings. If a state
2727 agency contracts with a provider for bulk mailing services, the
2828 contract must require that the provider use address-matching
2929 software that meets or exceeds certification standards under the
3030 Coding Accuracy Support System or subsequent standards adopted by
3131 the United States Postal Service.
3232 SECTION 2. Subchapter C, Chapter 521, Transportation Code,
3333 is amended by adding Section 521.063 to read as follows:
3434 Sec. 521.063. MAILING ADDRESS VERIFICATION SYSTEM. The
3535 department by rule shall establish a system to ensure that
3636 addresses of driver's license holders are verified and matched to
3737 United States Postal Service delivery addresses by use of
3838 address-matching software. The software must meet certification
3939 standards under the Coding Accuracy Support System adopted by the
4040 United States Postal Service or a subsequent standard adopted by
4141 the United States Postal Service to replace Coding Accuracy Support
4242 System standards for preparation of bulk mailings. If the
4343 department contracts with a provider for bulk mailing services, the
4444 contract must require that the provider use address-matching
4545 software that meets or exceeds certification standards under the
4646 Coding Accuracy Support System or subsequent standards adopted by
4747 the United States Postal Service.
4848 SECTION 3. This Act takes effect September 1, 2011.
