Subject to Section 49-g(k), Article III of the Texas Constitution, the bill would take effect only if it receives a vote of three fifths of the members present in each house of the legislature. Methodology The bill would appropriate $3,117,661,120 from the Economic Stabilization Fund to the General Revenue Fund.

Fiscal Analysis

The bill would appropriate $3,117,661,120 from the Economic Stabilization Fund for the purpose of eliminating the projected negative 2010-11 ending balance of the General Revenue Fund.
