The appropriation would take effect only if the bill receives a vote of three-fifths of the members in each house of the Legislature, as provided by Article III, Section 49-g(k) of the Texas Constitution. Methodology The bill appropriates $3,973,557,000 from the economic stabilization fund for the purpose of making expenditures previously authorized by appropriations from the General Revenue Fund for the 2010-11 biennium.  The appropriation is equal to the 2012-13 GR beginning balance from the January 2011 Biennial Revenue Estimate minus the additional $300 million in sales tax receipts the Comptroller added to the revenue estimate on March 11, 2011.

Fiscal Analysis

The bill relates to making appropriations from the Economic Stabilization Fund - 0599 in fiscal year 2011.
