                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            March 28, 2011      TO: Honorable Charlie Geren, Chair, House Committee on House Administration      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB2754 by Martinez Fischer (Relating to the electronic submission of testimony regarding a bill or resolution before a committee or subcommittee of the legislature.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would require the Texas Legislative Council (TLC) to implement a system that would allow legislative witnesses to use an Internet website in order to submit testimony regarding a bill or resolution to committees and subcommittees of the legislature.                                                       TLC indicates that there would be costs associated with performing electronic legislative witness identity verification, but this analysis assumes those costs could be absorbed within existing resources.
