                    BILL ANALYSIS             H.B. 3022     By: Flynn     Judiciary & Civil Jurisprudence     Committee Report (Unamended)             BACKGROUND AND PURPOSE    The 196th District Court was inadvertently not included in provisions that allow judges of certain courts to appoint bailiffs. H.B. 3022 seeks to correct that oversight.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 3022 amends the Government Code to add a judge of the 196th District Court to the judges authorized to appoint a bailiff. The bill includes a bailiff appointed by a judge of the 196th District Court in provisions entitling certain bailiffs to receive from the county in which the court sits the amount of compensation set by the judge in an amount that does not exceed the salary of the chief deputy sheriff of the county.       EFFECTIVE DATE    September 1, 2011.
