 A BILL TO BE ENTITLED
 AN ACT
 relating to a disclosure on advertisements made by a
 general-purpose committee of certain political contributions made
 to the committee.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Chapter 255, Election Code, is amended by adding
 Section 255.010 to read as follows:
 Sec. 255.010.  DISCLOSURE BY GENERAL-PURPOSE COMMITTEE. A
 general-purpose committee may not knowingly publish, distribute,
 or broadcast a political advertisement containing express advocacy
 that does not disclose in the advertising the identity of any person
 who has made political contributions to the general-purpose
 committee that in the aggregate exceed $10,000. The disclosure
 must include:
 (1)  the name of the person who made the contributions;
 (2)  the city and state in which the person making the
 contributions resides;
 (3)  the principal occupation of the person making the
 contributions; and
 (4)  the amount of the contributions.
 SECTION 2.  Section 255.010, Election Code, as added by this
 Act, applies only to an advertisement that is published,
 distributed, or broadcast by a general-purpose committee on or
 after September 1, 2011. An advertisement that is published,
 distributed, or broadcast by a general-purpose committee before
 September 1, 2011, is governed by the law in effect immediately
 before September 1, 2011, and the former law is continued in effect
 for that purpose.
 SECTION 3.  This Act takes effect September 1, 2011.
