BILL ANALYSIS H.B. 3199 By: Cain Agriculture & Livestock Committee Report (Unamended) BACKGROUND AND PURPOSE A recent legislature repealed a provision of the Agriculture Code relating to the issuance by the Department of Agriculture of a certificate of authority for the grading of rose plants. H.B. 3199 removes other Agriculture Code provisions relating to rose grading. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 3199 repeals Subtitle F, Title 5, Agriculture Code, relating to the grading of roses. The bill makes conforming and nonsubstantive changes. EFFECTIVE DATE On passage, or, if the bill does not receive the necessary vote, September 1, 2011.
