12	12	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
13	13	SECTION 1. Subtitle F, Title 5, Agriculture Code, is
14	14	repealed.
15	15	SECTION 2. Section 12.020(c), Agriculture Code, is amended
16	16	to read as follows:

49	49	SECTION 3. The repeal by this Act of Chapter 121,
50	50	Agriculture Code, does not apply to an offense committed under that
51	51	chapter before the effective date of the repeal. An offense
52	52	committed before the effective date of the repeal is governed by
53	53	that chapter as it existed on the date the offense was committed,
54	54	and the former law is continued in effect for that purpose. For
55	55	purposes of this section, an offense was committed before the
56	56	effective date of the repeal if any element of the offense occurred
57	57	before that date.
58	58	SECTION 4. This Act takes effect immediately if it receives
59	59	a vote of two-thirds of all the members elected to each house, as
60	60	provided by Section 39, Article III, Texas Constitution. If this
61	61	Act does not receive the vote necessary for immediate effect, this
62	62	Act takes effect September 1, 2011.
