The bill would amend the Health and Safety Code to clarify that the Texas Commission on Environmental Quality (TCEQ) may include grants for studies on traffic control signalization through the New Technology Research and Development program. Based on the analysis of TCEQ, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
