                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            March 21, 2011      TO: Honorable Larry Phillips, Chair, House Committee on Transportation      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB3293 by Harper-Brown (Relating to the transfer of powers and duties relating to driver's licenses and personal identification cards from the Department of Public Safety to the Texas Department of Motor Vehicles.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would require the Department of Public Safety (DPS) and the Department of Motor Vehicles (DMV) to prepare a comprehensive plan to transfer all of the programs operated by DPS related to drivers licenses and personal identification cards to the DMV. The plan must be submitted not later than September 1, 2012. The bill would take effect September 1, 2011. No significant fiscal impact to the Department of Public Safety or the Department of Motor Vehicles is anticipated.  Local Government Impact No significant fiscal implication to units of local government is anticipated.
