 A BILL TO BE ENTITLED
 AN ACT
 relating to the transfer of powers and duties relating to driver's
 licenses and personal identification cards from the Department of
 Public Safety to the Texas Department of Motor Vehicles.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  (a)  The director of the Department of Public
 Safety and the executive director of the Texas Department of Motor
 Vehicles shall collaborate to prepare a comprehensive plan to
 transfer all of the programs operated by the Department of Public
 Safety relating to driver's licenses or personal identification
 cards from the Department of Public Safety to the Texas Department
 of Motor Vehicles.
 (b)  The plan shall:
 (1)  identify all employees, money, contracts, leases,
 rights, property, records, and bonds and other obligations of the
 Department of Public Safety relating to driver's licenses and
 personal identification cards; and
 (2)  be drafted to ensure the smooth transition of all
 item listed above from the Department of Public Safety to the Texas
 Department of Motor Vehicles.
 (c)  Not later than September 1, 2012 the report shall be
 submitted to:
 (1)  the chair and all members of the Senate Committee
 on Transportation and Homeland Security;
 (2)  the chair and all members of the House Committee on
 Transportation; and
 (3)  the governor.
 SECTION 2.  This Act takes effect September 1, 2011.
