| 7 | 7 | | relating to the transfer of certain vehicle registrations at the |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 502.451, Transportation Code, is amended |
|---|
| 11 | 11 | | by amending Subsections (a), (a-1), and (c) and adding Subsection |
|---|
| 12 | 12 | | (a-2) to read as follows: |
|---|
| 13 | 13 | | (a) On the sale or transfer of a motor vehicle to a dealer, |
|---|
| 14 | 14 | | as defined by Section 503.001, who holds a general distinguishing |
|---|
| 15 | 15 | | number issued under Chapter 503, the dealer shall remove each |
|---|
| 16 | 16 | | license plate and the registration insignia issued for the motor |
|---|
| 17 | 17 | | vehicle. The registration period remaining at the time of sale or |
|---|
| 18 | 18 | | transfer expires at the time of sale or transfer. |
|---|
| 19 | 19 | | (a-1) On the sale of a used motor vehicle by a dealer, the |
|---|
| 20 | 20 | | dealer shall issue to the buyer new registration documents for an |
|---|
| 21 | 21 | | entire registration year. |
|---|
| 22 | 22 | | (a-2) On a sale or transfer of a motor vehicle to a person |
|---|
| 23 | 23 | | that does not hold a general distinguishing number issued under |
|---|
| 24 | 24 | | Chapter 503, the seller or transferor may remove each license plate |
|---|
| 25 | 25 | | and the registration insignia issued for the motor vehicle. |
|---|
| 26 | 26 | | (c) On a sale or transfer of a motor vehicle in which neither |
|---|
| 27 | 27 | | party holds a general distinguishing number issued under Chapter |
|---|
| 28 | 28 | | 503, the [The] part of the registration period remaining at the time |
|---|
| 29 | 29 | | of the sale or transfer shall continue with the vehicle being sold |
|---|
| 30 | 30 | | or transferred and does not transfer with the license plates or |
|---|
| 31 | 31 | | registration validation insignia. To continue the remainder of |
|---|
| 32 | 32 | | the registration period, the purchaser or transferee must file the |
|---|
| 33 | 33 | | documents required under Section 520.031. |

| 34 | 34 | | SECTION 2. This Act takes effect September 1, 2011. |
