A BILL TO BE ENTITLED
AN ACT
relating to the appointment of the board of managers of the El Paso
County Hospital District.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Section 281.021(e), Health and Safety Code, is amended
to read as follows:
(e) The El Paso County Commissioners Court shall appoint a board
composed of seven members. The commissioners court shall by order
provide for the qualifications of appointees to the board and for
the approval of appointees to the board following notice and public
hearing.
SECTION 2. The changes in law made by this Act apply to a vacancy
on the board of managers of the El Paso County Hospital District
that occurs on or after the effective date of this Act. A vacancy
that occurs before the effective date of this Act is governed by the
law in effect immediately before the effective date of this Act, and
that law is continued in effect for that purpose.
SECTION 3. This Act takes effect immediately if it receives a vote
of two-thirds of all the members elected to each house, as provided
by Section 39, Article III, Texas Constitution. If this Act does
not receive the vote necessary for immediate effect, this Act takes
effect September 1, 2011.
