 A BILL TO BE ENTITLED
 AN ACT
 relating to the termination of a volunteer deputy registrar for the
 submission of late or incomplete applications for voter
 registration.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Sections 13.036(a) and (e), Election Code, are
 amended to read as follows:
 (a)  An appointment as a volunteer deputy registrar is
 terminated on:
 (1)  the expiration of the volunteer deputy's term of
 appointment; [or]
 (2)  the final conviction of the volunteer deputy for
 an offense prescribed by Section 13.043; or
 (3)  the receipt by the registrar of a total of 11 or
 more applications from the volunteer deputy that are:
 (A)  delivered to the registrar after 5 p.m. of
 the 29th day before the date of an election; or
 (B)  not complete as required by Section
 13.039(b).
 (e)  The registrar may not reappoint a person whose
 appointment as a volunteer deputy registrar is terminated under
 Subsection (a)(2) or (3).
 SECTION 2.  This Act takes effect September 1, 2011.
