| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. STUDY ON EMERGENCY SERVICES IN RURAL AREAS. (a) |
|---|
| 12 | 12 | | In this section, "first responder" has the meaning assigned by |
|---|
| 13 | 13 | | Section 421.095, Government Code. |
|---|
| 14 | 14 | | (b) The Commission on State Emergency Communications shall |
|---|
| 15 | 15 | | conduct a study to: |
|---|
| 16 | 16 | | (1) evaluate access to 9-1-1 communications in rural |
|---|
| 17 | 17 | | areas and the ability of first responders to respond to emergencies |
|---|
| 18 | 18 | | in rural areas; and |
|---|
| 19 | 19 | | (2) provide recommendations for the creation of a |
|---|
| 20 | 20 | | program that will maximize the use of federal and state funding for |
|---|
| 21 | 21 | | 9-1-1 services to ensure rural areas have greater access to 9-1-1 |
|---|
| 22 | 22 | | communications and first responders are able to respond more |
|---|
| 23 | 23 | | efficiently to emergencies in rural areas. |
|---|
| 24 | 24 | | (c) Not later than December 1, 2012, the Commission on State |
|---|
| 25 | 25 | | Emergency Communications shall submit a report containing the |
|---|
| 26 | 26 | | findings of the study conducted under Subsection (b) of this |
|---|
| 27 | 27 | | section and the commission's recommendations to the governor, |
|---|
| 28 | 28 | | lieutenant governor, and speaker of the house of representatives. |
|---|
| 29 | 29 | | SECTION 2. EXPIRATION. This Act expires December 31, 2012. |
|---|
| 30 | 30 | | SECTION 3. EFFECTIVE DATE. This Act takes effect |
|---|
| 31 | 31 | | immediately if it receives a vote of two-thirds of all the members |
|---|
| 32 | 32 | | elected to each house, as provided by Section 39, Article III, Texas |
|---|
| 33 | 33 | | Constitution. If this Act does not receive the vote necessary for |
|---|
| 34 | 34 | | immediate effect, this Act takes effect September 1, 2011. |
