99 relating to a study regarding emergency service in rural areas.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. STUDY ON EMERGENCY SERVICES IN RURAL AREAS. (a)
1212 In this section, "first responder" has the meaning assigned by
1313 Section 421.095, Government Code.
1414 (b) The Commission on State Emergency Communications shall
1515 conduct a study to:
1616 (1) evaluate access to 9-1-1 communications in rural
1717 areas and the ability of first responders to respond to emergencies
1818 in rural areas; and
1919 (2) provide recommendations for the creation of a
2020 program that will maximize the use of federal and state funding for
2121 9-1-1 services to ensure rural areas have greater access to 9-1-1
2222 communications and first responders are able to respond more
2323 efficiently to emergencies in rural areas.
2424 (c) Not later than December 1, 2012, the Commission on State
2525 Emergency Communications shall submit a report containing the
2626 findings of the study conducted under Subsection (b) of this
2727 section and the commission's recommendations to the governor,
2828 lieutenant governor, and speaker of the house of representatives.
2929 SECTION 2. EXPIRATION. This Act expires December 31, 2012.
3030 SECTION 3. EFFECTIVE DATE. This Act takes effect
3131 immediately if it receives a vote of two-thirds of all the members
3232 elected to each house, as provided by Section 39, Article III, Texas
3333 Constitution. If this Act does not receive the vote necessary for
3434 immediate effect, this Act takes effect September 1, 2011.
