 A BILL TO BE ENTITLED
 AN ACT
 relating to the authority of certain counties to provide health
 care services.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Chapter 122, Health and Safety Code, is amended
 by adding Section 122.0075 to read as follows:
 Sec. 122.0075.  PROVISION OF HEALTH CARE SERVICES BY CERTAIN
 COUNTIES. (a) As the county determines necessary to protect the
 public health, safety, and welfare, a county located on the
 Texas-Mexico border may provide health care services to a person in
 the county regardless of the person's income. The county may
 provide funding for the health care services from the county
 treasury.
 (b)  A county may establish the standards and the
 application, documentation, and verification procedures for
 determining a person's eligibility to receive health care services
 under this section.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution. If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2011.
