88 relating to events to receive funding through a major events trust
99 fund.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subdivisions (4) and (5), Subsection (a),
1212 Section 5A, Chapter 1507 (S.B. 456), Acts of the 76th Legislature,
1313 Regular Session, 1999 (Article 5190.14, Vernon's Texas Civil
1414 Statutes), are amended to read as follows:
1515 (4) "Event" means a Super Bowl, a National Collegiate
1616 Athletic Association Final Four tournament game, the National
1717 Basketball Association All-Star Game, the National Hockey League
1818 All-Star Game, the Major League Baseball All-Star Game, a National
1919 Collegiate Athletic Association Bowl Championship Series game, a
2020 World Cup Soccer game, the World Games, a national collegiate
2121 championship of an amateur sport sanctioned by the national
2222 governing body of the sport that is recognized by the United States
2323 Olympic Committee, an Olympic activity, including a Junior or
2424 Senior activity, training program, or feeder program sanctioned by
2525 the United States Olympic Committee's Community Olympic
2626 Development Program, the Breeders' Cup World Championships, [or] a
2727 Formula One automobile race, the Academy of Country Music Awards,
2828 the National Cutting Horse Association Triple Crown, or a national
2929 political convention of the Republican National Committee or the
3030 Democratic National Committee. The term includes any activities
3131 related to or associated with an event.
3232 (5) "Site selection organization" means:
3333 (A) the National Football League, the National
3434 Collegiate Athletic Association, the National Basketball
3535 Association, the National Hockey League, Major League Baseball, the
3636 Federation Internationale de Football Association (FIFA), the
3737 International World Games Association, or the United States Olympic
3838 Committee;
3939 (B) [or] the national governing body of a sport
4040 that is recognized by the United States Olympic Committee, the
4141 National Thoroughbred Racing Association, Formula One Management
4242 Limited, or the Federation Internationale de l'Automobile;
4343 (C) the Academy of Country Music;
4444 (D) the National Cutting Horse Association; or
4545 (E) the Republican National Committee or the
4646 Democratic National Committee.
4747 SECTION 2. Section 5A, Chapter 1507 (S.B. 456), Acts of the
4848 76th Legislature, Regular Session, 1999 (Article 5190.14, Vernon's
4949 Texas Civil Statutes), is amended by adding Subsection (w) to read
5050 as follows:
5151 (w) Not later than 18 months after the last day of an event
5252 eligible for disbursements from the Major Events trust fund for
5353 costs associated with the event, the comptroller using existing
5454 resources shall:
5555 (1) complete a study in the market area of the event on
5656 the measurable economic impact directly attributable to the
5757 preparation for and presentation of the event and related
5858 activities; and
5959 (2) post on the comptroller's Internet website the
6060 results of the study conducted under Subdivision (1) of this
6161 subsection.
6262 SECTION 3. This Act takes effect immediately if it receives
6363 a vote of two-thirds of all the members elected to each house, as
6464 provided by Section 39, Article III, Texas Constitution. If this
6565 Act does not receive the vote necessary for immediate effect, this
6666 Act takes effect September 1, 2011.
