 A BILL TO BE ENTITLED
 AN ACT
 relating to the attendance by a quorum of a legislative standing
 committee at a caucus meeting.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 301.015, Government Code, is amended by
 adding Subsections (c) and (d) to read as follows:
 (c)  The attendance at a legislative caucus meeting by
 members of a standing committee who constitute a quorum of the
 committee is not considered a meeting of the standing committee
 under other law or under the rules of procedure for the house
 creating the standing committee.
 (d)  In this section, "legislative caucus" means an
 organization that is composed exclusively of members of the
 legislature, that elects or appoints officers and recognizes
 identified legislators as members of the organization, and that
 exists for research and other support of policy development and
 interests that the membership hold in common. An organization
 whose only nonlegislator members are the lieutenant governor or the
 governor remains a "legislative caucus" for purposes of this
 section.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2011.
