The bill would amend the Transportation Code to prohibit a county assessor-collector or the Texas Department of Motor Vehicles (DMV) from refusing to register a motor vehicle if the owner, or a dealer of certain vehicles, is delinquent for a civil penalty for a violation detected by a photographic traffic signal enforcement system. According to the DMV, there would be no fiscal impact associated with the provisions of the bill.
