                    BILL ANALYSIS             H.B. 938     By: Smithee     Defense & Veterans' Affairs     Committee Report (Unamended)             BACKGROUND AND PURPOSE    The Texas Department of Motor Vehicles (TxDMV) issues a variety of specialty license plates. Observers note that legislation is required to designate such a license plate and that TxDMV should issue, at no cost, specialty license plates for female active or former members of the United States armed forces, Texas National Guard, or Texas State Guard. H.B. 938 seeks to add a statutory provision relating to the issuance of specialty license plates for women veterans.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 938 amends the Transportation Code to require the Texas Department of Motor Vehicles to issue specialty license plates, to include the words "Women Veterans" in red, for female active or former members of the United States armed forces, Texas National Guard, or Texas State Guard.        EFFECTIVE DATE    September 1, 2011.
