 A JOINT RESOLUTION
 proposing a constitutional amendment authorizing the legislature
 to create a social loan program.
 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Article III, Texas Constitution, is amended by
 adding Section 51-h to read as follows:
 Sec. 51-h.  Notwithstanding any other provision of this
 constitution, the legislature by general law may authorize the use
 of public money to provide low-interest, short-term loans to
 low-income individuals for the purpose of covering emergency
 expenses. The legislature shall provide for the terms and
 conditions of a loan made under this section.
 SECTION 2.  This proposed constitutional amendment shall be
 submitted to the voters at an election to be held November 8, 2011.
 The ballot shall be printed to permit voting for or against the
 proposition: "The constitutional amendment authorizing the
 legislature to create a social loan program."
