10 | 10 | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
11 | 11 | SECTION 1. Section 10, Article III, Texas Constitution, is | |
12 | 12 | amended to read as follows: | |
13 | 13 | Sec. 10. Two-thirds of the members of each respective House | |
14 | 14 | of the Legislature, excluding members who are absent from the state | |
15 | 15 | as determined by that House, shall constitute a quorum to do | |
16 | 16 | business, but a smaller number may adjourn from day to day, and | |
17 | 17 | compel the attendance of absent members, in such manner and under | |
18 | 18 | such penalties as each House may provide. | |
19 | 19 | SECTION 2. This proposed constitutional amendment shall be | |
20 | 20 | submitted to the voters at an election to be held November 8, 2011. | |
21 | 21 | The ballot shall be printed to permit voting for or against the | |
22 | 22 | proposition: "The constitutional amendment to exclude a senator or | |
23 | 23 | representative who is absent from this state from the determination | |
24 | 24 | of a quorum needed for a house of the legislature to do business." |
