77 A JOINT RESOLUTION
88 proposing a constitutional amendment relating to the determination
99 of a quorum of the senate or house of representatives.
1010 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 10, Article III, Texas Constitution, is
1212 amended to read as follows:
1313 Sec. 10. Two-thirds of the members of each respective House
1414 of the Legislature, excluding members who are absent from the state
1515 as determined by that House, shall constitute a quorum to do
1616 business, but a smaller number may adjourn from day to day, and
1717 compel the attendance of absent members, in such manner and under
1818 such penalties as each House may provide.
1919 SECTION 2. This proposed constitutional amendment shall be
2020 submitted to the voters at an election to be held November 8, 2011.
2121 The ballot shall be printed to permit voting for or against the
2222 proposition: "The constitutional amendment to exclude a senator or
2323 representative who is absent from this state from the determination
2424 of a quorum needed for a house of the legislature to do business."
