 R E S O L U T I O N
 WHEREAS, Jaime Barceleau of El Paso has received the 2011
 Lifetime Achievement Award from the Rio Grande Branch of the Texas
 Chapter of the National Association of Social Workers; and
 WHEREAS, For more than three decades, Mr. Barceleau has
 dedicated himself to improving the lives of young Texans; he began
 his career in social work in 1979 as a direct care worker at a
 residential treatment center for youth with emotional disorders;
 after completing his bachelor's degree in social work at The
 University of Texas at El Paso, he worked at the El Paso State
 Center and went on to become assistant superintendent of the Texas
 Youth Commission's Schaeffer Halfway House; he completed his
 master's degree in social work at The University of Texas at Austin
 in 1986; and
 WHEREAS, Mr. Barceleau worked for Children's Protective
 Services in the late 1980s and later joined the Texas Tech
 University Health Sciences Center--El Paso, where he progressed
 through the ranks to become director of the West Texas Case
 Management Project and a faculty associate; since 1998, he has
 served as chief executive officer of the Paso del Norte Children's
 Development Center; and
 WHEREAS, Committed to expanding and improving services to
 children and their families, Mr. Barceleau set up a nonprofit
 agency, the Children's Disabilities Information Coalition, and he
 served as founding chair of the El Paso Mayor's Committee on People
 with Disabilities; he also chaired the El Paso County Child Welfare
 Board and participated in the wider effort that led to the creation
 of the Border Children's Mental Health Collaborative, serving on
 its governance team and helping it gain status as a department in El
 Paso County government; moreover, through his six years on the
 executive board of the El Paso International Children's Hospital
 Foundation, he played a key role in the establishment of the city's
 first independently licensed children's hospital; his grant
 writing and fund-raising skills have brought millions of dollars to
 his community over the years for new programs to serve children with
 special health needs; and
 WHEREAS, Early in his career, Mr. Barceleau supervised
 students at El Paso Community College and The University of Texas at
 El Paso, and he has further demonstrated his dedication to
 advancing his profession by serving the National Association of
 Social Workers as a member of its local chapter's steering
 committee and its state chapter's critical issues advisory
 committee on immigration, as well as by playing a significant role
 in the creation of the Paso del Norte Social Work Academy; and
 WHEREAS, In addition to carrying out his myriad professional
 responsibilities, Mr. Barceleau has contributed his time to
 numerous civic organizations, among them the Jaycees and the
 Knights of Columbus, and he is a member of the board of the
 Northwest Community Health Center and the supervisory committee of
 FirstLight Federal Credit Union; he served his country in the
 United States Army Reserve until his retirement as lieutenant
 colonel in 2004, and over the years his many accolades have included
 the Alicia Chacon Award from the United Way of El Paso, the Award of
 Excellence from the Texas Tech University Health Sciences Center,
 and the Service Award from the Mayor's Committee on People with
 Disabilities; and
 WHEREAS, The 2011 Lifetime Achievement Award from NASW
 provides further recognition of the positive difference that Jaime
 Barceleau has made in the lives of innumerable young Texans, and he
 is indeed deserving of this prestigious honor; now, therefore, be
 it
 RESOLVED, That the House of Representatives of the 82nd Texas
 Legislature hereby congratulate Jaime Barceleau on his receipt of
 the 2011 Lifetime Achievement Award from the Rio Grande Branch of
 the Texas Chapter of the National Association of Social Workers and
 extend to him sincere best wishes for continued success in his
 important endeavors; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Mr. Barceleau as an expression of high regard by the
 Texas House of Representatives.
