H.R. No. 1166 R E S O L U T I O N WHEREAS, Lakeway residents lost an admired civic leader with the death of former Village of Lakeway mayor Cuth Kenneth Shepherd on March 9, 2011, at the age of 98; and WHEREAS, The son of Effie Pearl Winnop Shepherd and William Cuth Shepherd, Ken Shepherd was born on his parents' farm in Eldon, Missouri, on September 21, 1912; he graduated from Eldon High School in 1931 and attended the University of Missouri until he was commissioned as a second lieutenant through the ROTC; during World War II, he served his country in the Pacific theater as a major in the United States Army Air Corps; his decorations included an Army Commendation Medal and Philippine Liberation Medal with a bronze star; and WHEREAS, Mr. Shepherd began working as a geophysicist for the Continental Oil Company before the war; over the course of a long and distinguished career, he served the corporation in numerous capacities, accepting lengthy postings to Africa and the Middle East and serving as manager of Conoco Central Region and president of Sahara Petroleum Services Company in Alexandria, Egypt, among other key positions; he retired from Conoco in 1976 as president of Dubai Petroleum Company in the United Arab Emirates; moreover, he served as president of the Oklahoma Petroleum Council and as an advisor to the governor of Oklahoma; and WHEREAS, A devoted husband, Mr. Shepherd shared a rewarding marriage with the former Betty Doris Perkins; he was the proud father of a daughter, Carol Sue, and son, William Kenneth, and in later years he knew the joy of becoming a grandfather and great-grandfather; and WHEREAS, In his retirement, Mr. Shepherd moved to Lakeway to enjoy time with his loved ones and play golf; he was dedicated to the community and helped guide it through a period of rapid growth and development as mayor for two terms, from 1983-1987 and 1990-1991; his diplomatic yet decisive approach eased its transition from a village to a city; in addition, he served as president of Lakeway Civic Corporation and was a member of Chi Epsilon Fraternity and a 32nd degree Scottish Rite Mason, and he contributed generously to the construction of the narthex of Lakeway Church; and WHEREAS, The University of Missouri granted Mr. Shepherd his bachelor's degree in civil engineering when he was 95; dignitaries from his alma mater attended the graduation ceremony at his home, along with many friends and relatives; and WHEREAS, Ken Shepherd led a life rich with accomplishment, and his dedication to Lakeway made a lasting, positive difference; although he will be deeply missed, he will long be remembered with admiration and affection; now, therefore, be it RESOLVED, That the House of Representatives of the 82nd Texas Legislature hereby pay tribute to the life of Cuth Kenneth Shepherd and extend sincere sympathy to the members of his family: to his daughter, Carol Sue Shepherd Alborn, and her husband, Gus; to his son, William Kenneth Shepherd, and his wife, Carole; to his grandchildren, Shannon Lynn Bohny, Matthew Kenneth Alborn, Melissa Anne Shepherd, and Sarah Gwenn Browning; to his great-grandchildren, Blair Bohny, Chelsea Bohny, Eric Alborn, Adam Alborn, and Amelia Browning; to Keith Shepherd and Dorothy Nathan; and to his many other relatives and friends; and, be it further RESOLVED, That an official copy of this resolution be prepared for his family and that when the Texas House of Representatives adjourns this day, it do so in memory of Cuth Kenneth Shepherd.
