Texas 2011 - 82nd Regular

Texas House Bill HR180

Introduced
1/24/11

Caption

Pursuant to Article 3, Section 5 of the Texas constitution, this Texas House of Representatives of the 82nd Legislature declare our state budget as proposed in H.B. 1 be its first and only order of business and we will work day and night in pursuit of a solution.

Impact

The resolution emphasizes that the state's economic challenge necessitates a focused legislative approach. It calls for the Texas House of Representatives to prioritize the budget as its singular order of business. Furthermore, it proposes the formation of a special committee to evaluate the budget's impacts critically and work collaboratively for a solution. The emphasis on legislative unity around budget management reflects a strong indication of the necessity for swift action and highlights the importance of maintaining services that directly affect constituents' well-being.

Summary

House Resolution 180 (HR180) addresses a significant revenue shortfall faced by Texas, which is highlighted as the largest in the state's history. The resolution expresses concern over proposed budget cuts outlined in House Bill 1 (H.B. 1), which would lead to substantial eliminations in funding across various essential services. Among the most pressing issues raised are the potential termination of pre-kindergarten programs, cuts to nursing facility payments, and the elimination of tens of thousands of educational jobs, all of which could severely impact Texas' children and elderly citizens.

Sentiment

The sentiment behind HR180 appears to be one of urgency and responsibility, shared across the political divide. There is an understanding among both Democrats and Republicans of the critical nature of the budget crisis and the need for concerted efforts to address it effectively. The resolution fosters a sense of collaboration by committing to work diligently, emphasizing the stakes involved, and signaling that the well-being of Texas residents is at the forefront of legislative priorities.

Contention

Notably, the proposed budget cuts are contentious, as they threaten vital educational programs and healthcare services. Opponents of the cuts argue that eliminating pre-kindergarten programs and educational jobs will ultimately hinder Texas' economic growth and educational attainment. The resolution acknowledges that while the budget must be addressed urgently, it also sets the stage for potential debates on which programs, if any, could be reduced without detrimental effects on the community.
