H.R. No. 1861 R E S O L U T I O N WHEREAS, The Honorable Joel C. Clouser, Sr., has distinguished himself throughout his service as justice of the peace of Precinct 2 in Fort Bend County, and his work in behalf of his fellow citizens is indeed deserving of recognition; and WHEREAS, Since taking office as justice of the peace on January 1, 1993, Judge Clouser has established and directed the YMCA Teen Court program, which allows young people to volunteer to serve as attorneys, bailiffs, jurors, and clerks for their peers who have been charged with Class C misdemeanors while at school; under his skilled direction, participants in Justice Court 2 have won first place in several mock trial competitions throughout the state; in addition, he uses innovative alternative sentencing programs in his courtroom that benefit youth development, and he regularly speaks at area schools and collaborates with education administrators to reduce truancy problems; and WHEREAS, Judge Clouser is active in the greater community as well; he is a chaplain in the Tidelands chapter of the A. Philip Randolph Institute, a labor and civil rights organization, and he has served on the boards of directors of the Fort Bend Family YMCA and the World Youth Foundation; he has also shared his time and talents as president of both the Missouri City NAACP and the Chasewood Civic Club, as a voter precinct chair, and as a member of the Fort Bend County Bail Bond Board and a local flood control district board; and WHEREAS, In all of his endeavors, this esteemed Texan enjoys the love and support of his wife, Gloria, his children, and the other members of his family; and WHEREAS, Through his commitment and leadership, Joel Clouser is helping to make Fort Bend County an even better place in which to live and work, and he may take justifiable pride in his achievements; now, therefore, be it RESOLVED, That the House of Representatives of the 82nd Texas Legislature hereby congratulate the Honorable Joel C. Clouser, Sr., on his 18 years of service as justice of the peace of Precinct 2 in Fort Bend County and extend to him sincere best wishes for continued success; and, be it further RESOLVED, That an official copy of this resolution be prepared for Judge Clouser as an expression of high regard by the Texas House of Representatives.
