H.R. No. 2064
R E S O L U T I O N
WHEREAS, In recognition of his outstanding work, Detective
Steve Boyd was named the 2010 Officer of the Year by the Plano
Police Department; and
WHEREAS, Detective Boyd, a 10-year veteran of the department
and a member of the Criminal Investigative Services Division, took
part in several high-profile cases relating to organized retail
theft in 2010; in June, his efforts closed down a fencing operation
in Plano, resulting in the issuance of two felony arrest warrants
for the business owner involved; and
WHEREAS, In another initiative, this dedicated law
enforcement professional was a part of an undercover investigation
that was instrumental in stopping a fencing operation in Dallas
that had ties to Plano; this was the largest known criminal
enterprise of its kind in the city of Dallas, and the work of
Detective Boyd and his colleagues made it possible to close more
than 1,000 active theft cases; in addition, three arrests were
made, three vehicles were seized, and officers were able to recover
nearly $35,000 in stolen merchandise linked to stores in and around
Plano; and
WHEREAS, Detective Boyd's exceptional work on these cases
played an important part in the Plano Police Department being
selected as a finalist for the Excellence in Criminal
Investigations Award, given annually by the International
Association of Chiefs of Police; moreover, in September 2010,
Detective Boyd was selected as the Investigator of the Year by the
International Association of Property Crime Investigators for his
proactive efforts in dealing with organized retail theft; and
WHEREAS, Over the course of his exemplary career, Steve Boyd
has demonstrated an unwavering commitment to his profession and his
community, and he may take justifiable pride in this well-deserved
award and his many other notable accomplishments; now, therefore,
be it
RESOLVED, That the House of Representatives of the 82nd Texas
Legislature hereby congratulate Detective Steve Boyd on being named
the 2010 Plano Police Department Officer of the Year and extend to
him sincere best wishes for continued success; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Detective Boyd as an expression of high regard by the
Texas House of Representatives.
