 R E S O L U T I O N
 WHEREAS, A life made rich through meaningful service drew to
 a close when Rhonda H. Picon of Plano passed away on February 27,
 2010, at the age of 59; and
 WHEREAS, The former Rhonda Heflin was born on May 3, 1950, in
 Renton, Washington, to Russell Heflin and Bessie Madding Heflin;
 she worked as an office manager for 17 years at Stan Luckie and
 Associates, an insurance agency in Garland; she also graduated from
 and was chair of Leadership Garland and served on the planning
 committee of its annual prayer breakfast; and
 WHEREAS, For more than four decades, she shared her life with
 Deacon Arnold Picon, a mechanical engineer, the director of the
 Diaconate Ministry of the Diocese of Dallas, and a member of the
 Spanish ministry at St. Mark the Evangelist Catholic Church in
 Plano; together they welcomed into their family two treasured sons,
 Jeffrey and Gabriel; and
 WHEREAS, Working alongside her husband, Mrs. Picon valued her
 role assisting the wives of men in deacon formation; leading by
 example, she helped them learn how to support their husbands in
 their service to the Catholic Church, inspiring many with her
 wisdom and experience; and
 WHEREAS, Mrs. Picon also especially valued her time with her
 family, and she looked forward to summer family reunions in
 Arkansas and the chance to visit with her cousins and other Madding
 relatives; and
 WHEREAS, Rhonda Picon's generosity of spirit and concern for
 others were of tremendous value to all who had the good fortune to
 know her, and memories of this beloved woman will forever endure in
 their hearts; now, therefore, be it
 RESOLVED, That the House of Representatives of the 82nd Texas
 Legislature hereby pay tribute to the life of Rhonda H. Picon and
 extend sincere sympathy to the members of her family: to her
 husband, Deacon Arnold Picon; to her sons, Jeffrey Russell Picon
 and Gabriel Arnold Picon; to her sister, Charlotte Heflin; to her
 sister-in-law, Franny Picon Banks, and her husband, Leroy; to her
 brothers-in-law, Jorge Picon and Oscar Picon and his wife, Elfie;
 to her parents-in-law, Gabriel and Helda Picon; and to her other
 relatives and friends; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for her family and that when the Texas House of
 Representatives adjourns this day, it do so in memory of Rhonda
 Picon.
