 R E S O L U T I O N
 WHEREAS, The City of Irving has received a 2011 Texas Award
 for Performance Excellence from the Quality Texas Foundation, and
 it is being honored at the Texas Quest for Excellence Conference on
 June 27, 2011; and
 WHEREAS, Established by the governor of Texas in the early
 1990s, this prestigious accolade recognizes organizations
 characterized by exceptional performance in all areas of
 management, including leadership, strategic planning, customer and
 market focus, measurement analysis and knowledge, workforce focus,
 process management, and business results; Irving is the first
 municipality to receive this honor, which is modeled after the
 Malcolm Baldridge National Quality Award; and
 WHEREAS, During the foundation's intensive review of
 services and performance levels, examiners visited for three days
 to conduct employee interviews and focus groups; the evaluation
 praised Irving's strong fiscal management, efficiency in
 processes, strategic focus, citywide process improvement
 mentality, and innovations in facilities and programs; the city was
 also recently named one of the Best Places to Work in North Texas by
 the Dallas Business Journal; and
 WHEREAS, The Texas Award for Performance Excellence
 recognizes the high-performing culture of an entire organization,
 and the members of the city's staff and administration can take
 great pride in their contributions in this achievement; now,
 therefore, be it
 RESOLVED, That the House of Representatives of the 82nd Texas
 Legislature hereby congratulate the City of Irving on its receipt
 of a 2011 Texas Award for Performance Excellence and extend sincere
 best wishes for continued success to the dedicated public servants
 of the municipality; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for the City of Irving as an expression of high regard by
 the Texas House of Representatives.
