H.R. No. 2388 R E S O L U T I O N WHEREAS, The Lone Star State lost an admired jurist and public servant with the passing of the Honorable Ricardo H. Garcia of Duval County on September 23, 2010, at the age of 79; and WHEREAS, Born on June 17, 1931, Ricardo Garcia graduated from San Diego High School, where he was voted most likely to succeed; he served his country in the Korean War and went on to earn his bachelor's degree from Texas A&I University; after working for the Corn Products Refining Company and teaching in the San Diego and Edgewood Independent School Districts, he earned a law degree from St. Mary's University School of Law and embarked on a distinguished legal career; and WHEREAS, Voters chose Mr. Garcia to serve as the Duval County attorney in 1970, and he was elected as state district judge for the 229th Judicial District Court in 1976, remaining in that post for 22 years; following his retirement in 1999, he continued to share his expertise with state courts as a senior visiting judge; in recognition of his dedicated efforts and achievements, the Judge Ricardo H. Garcia Juvenile Detention Facility was named in his honor; and WHEREAS, This notable Texan was an active member of the Knights of Columbus, holding leadership positions on the local and state councils and on the national board of directors; he also became the first Hispanic supreme officer in the history of the order and served as an assistant to the supreme knight for Latin America; and WHEREAS, Judge Ricardo Garcia led a life made rich through meaningful service and notable accomplishments, and his contributions to his community will be remembered and admired for years to come; now, therefore, be it RESOLVED, That the House of Representatives of the 82nd Texas Legislature hereby pay tribute to the memory of the Honorable Ricardo H. Garcia and extend deepest sympathy to the members of his family: to his wife of 57 years, G. O. Garcia; to his children, Ricardo H. Garcia, Jr., and Gloria Stella Garcia; to his granddaughters, Ashley H. Garcia and Stephanie H. Garcia; to his sister, Judge Lilia G. Salinas; and to his other relatives and friends; and, be it further RESOLVED, That an official copy of this resolution be prepared for his family and that when the Texas House of Representatives adjourns this day, it do so in memory of Ricardo Garcia.
