 R E S O L U T I O N
 WHEREAS, Carole D. Baker of Lago Vista has received the 2011
 Gregg A. Cooke Memorial Award for Exceptional Environmental
 Excellence by the Texas Commission on Environmental Quality; and
 WHEREAS, Named in honor of the late Gregg Cooke, a former
 regional administrator with the Environmental Protection Agency,
 the award recognizes a single individual's exemplary efforts to
 preserve and protect the environment in Texas; and
 WHEREAS, Carole Baker has long worked to make water
 conservation a priority at the state level; in her role as director
 of intergovernmental relations for the Harris-Galveston Subsidence
 District, she serves as the legislative and national liaison on
 water policy issues, handles public information and outreach
 programs, and assists with conservation and drought planning; and
 WHEREAS, Known as the "Queen of Water Conservation," this
 dynamic woman provides leadership on a national level as the chair
 of the board of the Alliance for Water Efficiency, a nonprofit
 dedicated to promoting the sustainable use of water; she is also a
 member of the boards of the Texas Water Conservation Association,
 the Texas Water Wise Council, and the Texas Water Foundation, which
 she further serves as acting executive director; and
 WHEREAS, In addition to the Cooke Award, Ms. Baker's
 contributions have been recognized over the years with the 2002
 Rainmaker Award from the Texas Water Foundation, the 2001 Special
 Service Award from the Lone Star Chapter of the Sierra Club, the
 1999 George Fuller Award from the American Water Works Association,
 and the 1996 Conservation Award from the Bureau of Reclamation,
 among many others; and
 WHEREAS, Carole Baker has dedicated her skill, energy, and
 expertise to preserving one of the Lone Star State's most precious
 resources, and she is indeed worthy of this prestigious recognition
 from her peers; now, therefore, be it
 RESOLVED, That the House of Representatives of the 82nd Texas
 Legislature hereby congratulate Carole D. Baker on her receipt of
 the 2011 Gregg A. Cooke Memorial Award for Exceptional
 Environmental Excellence and extend to her sincere best wishes for
 continued success with her important work; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Ms. Baker as an expression of high regard by the Texas
 House of Representatives.
