H.R. No. 2580 R E S O L U T I O N WHEREAS, Superintendent Richard Middleton is retiring from the North East Independent School District in San Antonio in June 2011, concluding a distinguished career in education that has spanned nearly four decades; and WHEREAS, A graduate of Robert E. Lee High School in San Antonio, Richard Middleton received his bachelor's degree from Trinity University and went on to earn his master's degree from The University of Texas at San Antonio and his doctoral degree from The University of Texas at Austin; and WHEREAS, Dr. Middleton began his career as a history and government teacher at Roosevelt High School in 1972; through the years, his skill and commitment to excellence led him to a series of progressively more responsible positions in the San Antonio, Austin, and Houston areas; in 1990, he was appointed to his current position as superintendent; and WHEREAS, During more than two decades leading North East ISD, Dr. Middleton has worked to develop a number of vital initiatives, including a wellness program and the Indoor Air Quality Tools for Schools program, both of which have received national recognition from the U.S. Environmental Protection Agency and the American Association of School Administrators; in addition, the North East Compass, a data warehouse and management system, was created under his direction, as was the STEM RAM Academy, a magnet program for middle and high school students interested in science, technology, engineering, and mathematics; moreover, Dr. Middleton's efforts helped the district to win a 2010 PEP Grant to expand physical education; and WHEREAS, This esteemed administrator has been recognized with a number of honors, including the Texas Health Champion Award and the H-E-B Excellence in Education Award, and he was selected as the Texas representative for the American Association of School Administrators National Superintendent of the Year program; his knowledge and expertise also earned him a position on the Select Committee on Public School Finance Weights, Allotments and Adjustments and on the Communities Putting Prevention to Work Leadership Team; and WHEREAS, Richard Middleton has held himself and everyone in the district to the highest standards, and he will leave behind a record of achievement and commitment to excellence that will resonate in the community for years to come; now, therefore, be it RESOLVED, That the House of Representatives of the 82nd Texas Legislature hereby congratulate Richard Middleton on his retirement and commend him for his outstanding accomplishments as superintendent of the North East Independent School District; and, be it further RESOLVED, That an official copy of this resolution be prepared for Dr. Middleton as an expression of high regard by the Texas House of Representatives.
