H.R. No. 2608 R E S O L U T I O N WHEREAS, Owen Whitworth of Austin is retiring from the Texas Department of Transportation on August 31, 2011, drawing to a close a notable career with the agency that has spanned three decades; and WHEREAS, A graduate of Idaho State University, Mr. Whitworth is a certified public accountant and internal auditor; he joined TxDOT in 1981, and three years later his skill and commitment to excellence won him a promotion to the position of audit director, which he has held ever since; under his leadership, the audit office was named Employer of the Year by the Austin Chapter of the Institute of Internal Auditors for 2007-2008 and 2009-2010; Mr. Whitworth helped TxDOT develop a more efficient method of creating motor vehicle inspection and license plate stickers that expedited collection of more than $1 billion in registration revenue each year, and in 2005, the agency accorded him one of its highest honors, the Journey Toward Excellence Award; and WHEREAS, This dynamic Texan has represented the state as chair, vice chair, and secretary of the American Association of State Highway and Transportation Officials' administrative subcommittee on internal and external audit; in addition, he has benefited his profession as a member of the Austin Chapter of the Institute of Internal Auditors and the Southwest Intergovernmental Audit Forum; from 1999 to 2011, he served on the board of the Employees Retirement System of Texas, and he was chair from 2004 to 2005; moreover, Mr. Whitworth was a founding member of the State Agency Internal Audit Forum and has chaired that group; and WHEREAS, Through his exemplary public service, Owen Whitworth has earned the lasting respect of his colleagues and the appreciation of his fellow citizens, and he may indeed reflect with pride on his outstanding accomplishments; now, therefore, be it RESOLVED, That the House of Representatives of the 82nd Texas Legislature hereby congratulate Owen Whitworth on his retirement as director of the Audit Office for the Texas Department of Transportation and extend to him sincere best wishes for continued success in the next exciting chapter of his life; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Whitworth as an expression of high regard by the Texas House of Representatives.
