 R E S O L U T I O N
 WHEREAS, Captain Steven L. Young is retiring as a member of
 the United States Navy Civil Engineer Corps on September 10, 2011,
 concluding more than a quarter-century of notable service to his
 fellow citizens; and
 WHEREAS, A graduate of Oklahoma State University, where he
 earned a bachelor's degree in civil engineering and a master's
 degree in structural engineering, Steven Young was commissioned as
 an ensign in the CEC in 1984; his initial assignment was with Naval
 Mobile Construction Battalion-22, and over the next two decades he
 went on to distinguish himself in duties with the Brigade staff,
 NMCB-5, Engineering Field Activity, Pacific, and the 9th Naval
 Construction Regiment; and
 WHEREAS, In September 2003, he returned to NMCB-22 as its
 commander and two years later guided the unit's efforts when it was
 deployed to Iraq and other overseas locations to complete vital
 construction and repair projects as part of Operation Iraqi
 Freedom; after returning to the United States, he served as deputy
 chief of staff of the 1st Naval Construction Division from 2006 to
 2008; he then took command of the 9th NCR and oversaw its
 mobilization as part of Operation Enduring Freedom, beginning in
 July 2009; in completing that assignment, Captain Young became the
 first Navy Reserve CEC officer to be given authority over the
 Pacific Area of Operations, and his selection for that
 responsibility reflects the high regard in which he is held by his
 superior officers; at the conclusion of his work with the regiment,
 he became the deputy chief of staff at the headquarters of the Naval
 Facilities Engineering Command in Washington, D.C.; and
 WHEREAS, This dedicated military leader has also excelled in
 his civilian career, working as the manager of design engineering
 for Babcock & Wilcox at the Pantex Plant near Amarillo; in all of
 his endeavors, he enjoys the love and support of his wife, Mary
 Beth, and their five children; and
 WHEREAS, Through his leadership, dedication, and expertise,
 Captain Young has contributed to our nation's defense, and he is
 indeed deserving of recognition for his admirable achievements
 during his years in uniform; now, therefore, be it
 RESOLVED, That the House of Representatives of the 82nd Texas
 Legislature hereby honor Captain Steven L. Young on the event of his
 retirement from the United States Navy Civil Engineer Corps and
 extend to him sincere best wishes for the future; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Captain Young as an expression of high regard by the
 Texas House of Representatives.
