H.R. No. 2720 R E S O L U T I O N WHEREAS, Citizens of El Paso have greatly benefited from the dedicated leadership of Robert O'Rourke, who will complete his term on the city council on June 27, 2011; and WHEREAS, Elected to represent District 8 in 2005, "Beto" O'Rourke has focused on the effective and efficient delivery of city services, economic development through partnerships with the business community, and enhancing quality of life, particularly in terms of access to nature and open spaces; he was instrumental in the passage of an ordinance obliging new neighborhoods to have double the previously required amount of park space; moreover, he successfully sponsored the safe-passing ordinance to protect bicyclists and other vulnerable road users and has worked to establish bike lanes; in 2009, he helped spark a national conversation on the effectiveness of drug policy by calling for honest and open debate on the prohibition of narcotics in an amendment to a council resolution; he was voted Best Elected Official in May 2011 by readers of the El Paso weekly What's Up; and WHEREAS, Mr. O'Rourke, a fourth-generation El Paso native, graduated from El Paso High School and earned his bachelor's degree at Columbia University; in 1999, he joined with several friends to establish a technology company that would become the leading provider of web-based services in El Paso and the surrounding region; and WHEREAS, The effective operation of city government depends on the hard work of committed public servants, and Beto O'Rourke is to be commended for his many contributions; now, therefore, be it RESOLVED, That the House of Representatives of the 82nd Texas Legislature hereby recognize Robert "Beto" O'Rourke for his service on the El Paso City Council and extend to him sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. O'Rourke as an expression of high regard by the Texas House of Representatives.
