H.R. No. 362 R E S O L U T I O N WHEREAS, Rosemary Deen of San Antonio received a 2009 Spirit Award in the field of Education and Community Involvement from the San Antonio Metropolitan Chapter of Top Ladies of Distinction; and WHEREAS, Founded in 1964, Top Ladies of Distinction is a professional and humanitarian organization that sponsors programs for youth and seniors and that works to improve the status of women; and WHEREAS, Rosemary Hubert Deen, a native of Brenham, earned her bachelor's degree from Tillotson College and her master's degree in elementary education from Prairie View A&M University; she has pursued further studies at Texas Southern University, the University of Houston, the University of Utah, and The University of Texas at Austin; and WHEREAS, Over the course of a distinguished 36-year career in Texas schools, Mrs. Deen excelled as a classroom instructor and drew extracurricular assignments that were a testament to the esteem in which she was held; while working for the Bay City Independent School District, she served as one of three teachers on a five-person committee to help the district plan for integration, and during her employment with the San Antonio Independent School District, where she taught at Dorie Miller and Elma Neal Elementary Schools, she served two terms as her school's representative to the San Antonio Teachers Council; and WHEREAS, Throughout her life, Mrs. Deen has also provided leadership in her community, working with such worthwhile organizations as the Foster Grandparent Advisory Board, the National Coalition of 100 Black Women, the Dellcrest Area Neighborhood Association, and the Progressive Women's Club; moreover, she has co-chaired the advisory council of the Eastside Boys and Girls Club, as well as a charity golf tournament that raises funds for scholarships; this pattern of engagement was encouraged during her student days by her sorority, Alpha Kappa Alpha, and in 2006 that group named her Golden Soror of the Year for the south central region; and WHEREAS, A woman of strong religious faith, Mrs. Deen is an active member of Second Baptist Church, where she has served as a church teller, as secretary of the Finance Committee, and as chair of the Charity Committee; in 2008, she was elected treasurer of the Women's Department of the Progressive National Baptist Convention; and WHEREAS, Through her long career in education and her many efforts in behalf of others, Rosemary Deen has set an inspiring example of professional achievement and civic engagement, and in so doing, she has earned the deep respect and admiration of her community; now, therefore, be it RESOLVED, That the House of Representatives of the 82nd Texas Legislature hereby congratulate Rosemary Deen on her receipt of a 2009 Spirit Award from the San Antonio Metropolitan Chapter of Top Ladies of Distinction and extend to her sincere best wishes for continued success and happiness; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mrs. Deen as an expression of high regard by the Texas House of Representatives.
