H.R. No. 546
R E S O L U T I O N
WHEREAS, The City of El Paso has received a 2011 Gold
Leadership Circle Award from the Texas Comptroller Leadership
Circle program; and
WHEREAS, Initiated in December 2009, the program was created
to recognize local governments that are striving to attain
financial transparency online; the award spotlights those that open
their books to the public, provide a clear picture of spending, and
share information in a user-friendly format; and
WHEREAS, The City of El Paso scored 17 out of a possible 20
points on the Leadership Circle rating sheet, reflecting the easy
access that residents have to information about the city's
finances; and
WHEREAS, Keeping taxpayers informed about how public monies
are spent helps to maintain the high level of trust between citizens
and their government that is vital in a free society, and the City
of El Paso truly merits praise for its efforts in that regard; now,
therefore, be it
RESOLVED, That the House of Representatives of the 82nd Texas
Legislature hereby congratulate the City of El Paso on its receipt
of a 2011 Gold Leadership Circle Award from the Texas Comptroller
Leadership Circle program and extend sincere best wishes to all
those associated with the city's online project for continued
success with their worthy endeavor; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for the City of El Paso as an expression of high regard by
the Texas House of Representatives.
