H.R. No. 837 R E S O L U T I O N WHEREAS, Ray Klinginsmith of Kirksville, Missouri, the president of Rotary International, is visiting New Braunfels on April 6, 2011, and this occasion provides a fitting opportunity to recognize this public-spirited individual; and WHEREAS, A graduate of the business and law schools at the University of Missouri at Columbia, Ray Klinginsmith is an attorney who served as general counsel and a professor of business administration at Truman State University for more than two decades; during this time, he further distinguished himself as dean of administration for the university in a period of transition, and he later served a four-year term as an Adair County commissioner; and WHEREAS, This enterprising citizen has been a member of the Rotary Club of Kirksville since 1961, and over the course of the past half-century he has contributed greatly to the organization; he has served as district governor and as chair of the Council on Legislation and the Los Angeles Convention Committee and was a member of the board of directors and chair of its executive committee; in addition, he joined the board of trustees of the Rotary Foundation in 2002 and has served as its vice chair and as a member of its Future Vision Committee; moreover, he has been recognized as a major donor and was named a recipient of the Rotary Foundation Citation for Meritorious Service and Distinguished Service Award; and WHEREAS, Mr. Klinginsmith took office as president of Rotary International in July 2010, heading a global network of 1.2 million business and professional leaders who seek to improve their communities through their volunteer service; during his term, he is encouraging Rotary's 33,000 clubs to partner with local government and other organizations to increase literacy, provide sustainable sources of food and clean water in developing countries, and eradicate polio; Rotary International also sponsors the largest privately funded international scholarship program in the world, and its recipients include Mr. Klinginsmith himself, who studied at the University of Cape Town in South Africa in 1961 as a Rotary Foundation ambassadorial scholar; and WHEREAS, A director of Macon-Atlanta State Bank in Macon, Missouri, since 1971, Mr. Klinginsmith has shared his time and talents with numerous community groups; he was the president of the Chariton Valley Association from its inception in 1982 until 2009, and he was one of the initial trustees for the Missouri Family Trust, which benefits people with disabilities; a former member of the executive board for the Great Rivers Council of the Boy Scouts of America, he received the Silver Beaver Award for his years of volunteerism; he also was recognized with a Parent/Caretaker Award from the Missouri Planning Council for Developmental Disabilities in 1988; and WHEREAS, A devoted family man, Mr. Klinginsmith enjoys the love and support of his wife, Judie, a retired elementary school teacher and educational consultant, and he treasures his two children, Leigh and Kurt, and three grandchildren, Morgan, Grant, and Sydney Perkins; he is also a member of and former lay speaker at the First United Methodist Church in Kirksville; and WHEREAS, With an unwavering commitment to his fellow citizens, Ray Klinginsmith has garnered the lasting respect and admiration of Rotarians worldwide, and it is a privilege to welcome him to the Lone Star State; now, therefore, be it RESOLVED, That the House of Representatives of the 82nd Texas Legislature hereby honor Rotary International president Ray Klinginsmith on the occasion of his visit to New Braunfels and extend to him sincere best wishes for continued success; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Klinginsmith as an expression of high regard by the Texas House of Representatives.
