 R E S O L U T I O N
 WHEREAS, Frank Alarcon of El Paso died on March 1, 2011, at
 the age of 80, leaving an inspiring legacy of humanitarian service;
 and
 WHEREAS, A retired postal worker, Mr. Alarcon expressed his
 deep faith through his tireless efforts in behalf of those most in
 need; he spent nearly four decades assisting the poorest residents
 of Juarez and donated most of his pension check to his mission at
 the Centro Comunitario del Espiritu Santo, where he volunteered as
 director; and
 WHEREAS, In 1972, Mr. Alarcon participated in a Christmas Day
 donation of food to people living and working at the Juarez
 municipal dump; he was so moved by their plight that he dedicated
 himself to improving their circumstances; over the years, he helped
 them reclaim the former dump site and build a compound of
 cinderblock buildings to serve as a community center; and
 WHEREAS, Mr. Alarcon moved into spartan quarters at the
 mission following his retirement in 1986; over the years, he helped
 establish a community dining hall, a day-care program, a women's
 shelter, a chapel, and a clinic providing medical, dental, and eye
 care; although the global recession and mounting violence in the
 border area posed formidable challenges, he remained bravely
 undaunted in his determination to continue his important work; and
 WHEREAS, Through his compassion and generosity, Frank
 Alarcon touched innumerable lives, and those who were privileged to
 know this remarkable man will forever remember him with profound
 admiration and affection; now, therefore, be it
 RESOLVED, That the House of Representatives of the 82nd Texas
 Legislature pay tribute to the memory of Frank Alarcon and extend
 sincere condolences to the members of his family: to his wife,
 Delfina Alarcon; to his children, Frank Alarcon, Jr., Liz Mier,
 Charlotte Martinez, and Bernice Hernandez; and to his many other
 relatives and friends; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for his family and that when the Texas House of
 Representatives adjourns this day, it do so in memory of Frank
 Alarcon.
