H.R. No. 936 R E S O L U T I O N WHEREAS, Wales H. Madden, Jr., of Amarillo has distinguished himself as an attorney, businessman, and leader in matters of great importance that affect the lives of countless residents of Texas and beyond; and WHEREAS, Born in Amarillo on September 1, 1927, Mr. Madden is the son of Wales and Kathryn Madden; he served his country in the United States Navy during World War II and went on to earn his bachelor's degree and law degree from The University of Texas at Austin; in 1952, he began his legal career with the Shamrock Oil and Gas Corporation, and he later became a partner in Selecman and Madden before beginning a solo practice in 1985; and WHEREAS, Mr. Madden has served on the boards of the First National Bank of Amarillo, Boatmen's First National Bank, and First National Bank, and on the Wells Fargo advisory board and the Mesa Petroleum Board; and WHEREAS, Devoted to advancing higher education in the Lone Star State, Mr. Madden has served The University of Texas System in myriad capacities over more than a half-century; in 1959, he became the youngest person ever appointed to the board of regents, and he served as chair of the UT Centennial Commission, the UT System Chancellor's Council, and the UT-Austin Development Board; he was also president of the Ex-Students' Association and a member of the Board of Visitors of the UT M. D. Anderson Cancer Center; moreover, he served on the Texas Higher Education Coordinating Board and participated in several education planning groups, among them the Governor's Committee on Public School Education and the State's Select Committee on Higher Education; he has served on the boards of Amarillo College and Trinity University and on the planning committee at West Texas A&M University as well; and WHEREAS, This dynamic Texan has given generously of his time and expertise as chair of the Texas Water Development Board, and he was appointed by President Reagan to serve as a member of the President's Export Council and by Governor Bush to serve as a member of the Citizens' Committee on Property Tax Relief; actively engaged in the political process for many years, he filled key roles in the presidential campaigns of George H. W. Bush and George W. Bush, and he served on Senator Kay Bailey Hutchison's finance campaign executive committee, among other political roles; and WHEREAS, The recipient of numerous accolades, Mr. Madden was accorded the UT System's highest honor, the Santa Rita Award, in 2002, and he was named a Distinguished Alumnus of the university and an Outstanding Alumnus of its law school; the Texas Bar Foundation presented him with its prestigious Outstanding Fifty-Year Lawyer Award in 2003, and he has received the Mirabeau B. Lamar Award for Outstanding Leadership in Higher Education; and WHEREAS, Through his professional accomplishments and commitment to enhancing the lives of his fellow citizens, Wales Madden has contributed immeasurably to his community, state, and nation, and he merits the highest praise for his long record of exceptional public service; now, therefore, be it RESOLVED, That the House of Representatives of the 82nd Texas Legislature hereby honor Wales H. Madden, Jr., and extend to him sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Madden as an expression of high regard by the Texas House of Representatives.
