14 | 14 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

15 | 15 | | SECTION 1. Subchapter A, Chapter 28, Education Code, is |
---|
16 | 16 | | amended by adding Section 28.0024 to read as follows: |
---|
17 | 17 | | Sec. 28.0024. HIGHER EDUCATION CURRICULUM REVIEW TEAMS. |
---|
18 | 18 | | (a) For each subject undergoing a review for the purpose of |
---|
19 | 19 | | identifying and adopting the essential knowledge and skills of a |
---|
20 | 20 | | subject of the required curriculum under Section 28.002, the |
---|
21 | 21 | | commissioner of higher education shall appoint a higher education |
---|
22 | 22 | | curriculum review team to review and make recommendations to the |
---|
23 | 23 | | State Board of Education concerning the essential knowledge and |
---|
24 | 24 | | skills to ensure that proposed essential knowledge and skills: |
---|
25 | 25 | | (1) are factually accurate and aligned with |
---|
26 | 26 | | contemporary scholarship; |
---|
27 | 27 | | (2) serve to prepare students for college; and |
---|
28 | 28 | | (3) serve appropriate instructional purposes. |
---|
29 | 29 | | (b) Each higher education curriculum review team shall |
---|
30 | 30 | | consist of not fewer than five and not more than 10 faculty members |
---|
31 | 31 | | of institutions of higher education or private or independent |
---|
32 | 32 | | institutions of higher education, as defined by Section 61.003. |
---|
33 | 33 | | Each member appointed to a team must have: |
---|
34 | 34 | | (1) at least five years of higher education teaching |
---|
35 | 35 | | experience in the subject under review and a terminal degree in that |
---|
36 | 36 | | subject; or |
---|
37 | 37 | | (2) at least five years of higher education teaching |
---|
38 | 38 | | experience in the field of education and a doctoral degree in |
---|
39 | 39 | | education. |
---|
40 | 40 | | (c) For each higher education curriculum review team, a |
---|
41 | 41 | | public institution of higher education or private or independent |
---|
42 | 42 | | institution of higher education may nominate one faculty member |
---|
43 | 43 | | qualified under Subsection (b). A nomination made under this |
---|
44 | 44 | | subsection must be submitted to the commissioner of higher |
---|
45 | 45 | | education together with a document of not more than one page |
---|
46 | 46 | | detailing the faculty member's experience, including specific |
---|
47 | 47 | | experience with the subject under review by the team. |
---|
48 | 48 | | (d) The Texas Higher Education Coordinating Board, in |
---|
49 | 49 | | collaboration with the commissioner of education, shall develop and |
---|
50 | 50 | | post on the board's Internet website a blind scoring system, |
---|
51 | 51 | | including the criteria on which the scoring is based, for ranking |
---|
52 | 52 | | nominations made under Subsection (c). |
---|
53 | 53 | | (e) The commissioner of higher education, based on the |
---|
54 | 54 | | system developed under Subsection (d), shall make the appointments |
---|
55 | 55 | | to each higher education curriculum review team from among persons |
---|
56 | 56 | | nominated by institutions of higher education or private or |
---|
57 | 57 | | independent institutions of higher education under this section. |
---|
58 | 58 | | (f) Notwithstanding Subsections (c) and (e), if the subject |
---|
59 | 59 | | under review by a higher education curriculum review team is career |
---|
60 | 60 | | and technical education, at least one member of the team must be |
---|
61 | 61 | | selected from each of the following institutions: |
---|
62 | 62 | | (1) Texas State Technical College System; and |
---|
63 | 63 | | (2) Lamar Institute of Technology. |
---|
64 | 64 | | (g) In selecting appointees for a higher education |
---|
65 | 65 | | curriculum review team, the commissioner of higher education shall |
---|
66 | 66 | | attempt to achieve a balanced combination of educational |
---|
67 | 67 | | perspectives. |
---|
68 | 68 | | (h) Each higher education curriculum review team shall, |
---|
69 | 69 | | before final identification and adoption of the essential knowledge |
---|
70 | 70 | | and skills by the State Board of Education, make recommendations to |
---|
71 | 71 | | the State Board of Education concerning the essential knowledge and |
---|
72 | 72 | | skills. |
---|
73 | 73 | | (i) The agency shall post on the agency's Internet website |
---|
74 | 74 | | the recommendations of each higher education curriculum review |
---|
75 | 75 | | team. |
---|
76 | 76 | | (j) The commissioner of higher education shall coordinate |
---|
77 | 77 | | with the State Board of Education as necessary for the |
---|
78 | 78 | | administration of this section. |
---|
79 | 79 | | SECTION 2. This Act takes effect immediately if it receives |
---|
80 | 80 | | a vote of two-thirds of all the members elected to each house, as |
---|
81 | 81 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
82 | 82 | | Act does not receive the vote necessary for immediate effect, this |
---|
83 | 83 | | Act takes effect September 1, 2011. |
