1010 A BILL TO BE ENTITLED
1111 AN ACT
1212 relating to higher education curriculum review teams to review
1313 public school curriculum standards for college readiness purposes.
1414 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1515 SECTION 1. Subchapter A, Chapter 28, Education Code, is
1616 amended by adding Section 28.0024 to read as follows:
1717 Sec. 28.0024. HIGHER EDUCATION CURRICULUM REVIEW TEAMS.
1818 (a) For each subject undergoing a review for the purpose of
1919 identifying and adopting the essential knowledge and skills of a
2020 subject of the required curriculum under Section 28.002, the
2121 commissioner of higher education shall appoint a higher education
2222 curriculum review team to review and make recommendations to the
2323 State Board of Education concerning the essential knowledge and
2424 skills to ensure that proposed essential knowledge and skills:
2525 (1) are factually accurate and aligned with
2626 contemporary scholarship;
2727 (2) serve to prepare students for college; and
2828 (3) serve appropriate instructional purposes.
2929 (b) Each higher education curriculum review team shall
3030 consist of not fewer than five and not more than 10 faculty members
3131 of institutions of higher education or private or independent
3232 institutions of higher education, as defined by Section 61.003.
3333 Each member appointed to a team must have:
3434 (1) at least five years of higher education teaching
3535 experience in the subject under review and a terminal degree in that
3636 subject; or
3737 (2) at least five years of higher education teaching
3838 experience in the field of education and a doctoral degree in
3939 education.
4040 (c) For each higher education curriculum review team, a
4141 public institution of higher education or private or independent
4242 institution of higher education may nominate one faculty member
4343 qualified under Subsection (b). A nomination made under this
4444 subsection must be submitted to the commissioner of higher
4545 education together with a document of not more than one page
4646 detailing the faculty member's experience, including specific
4747 experience with the subject under review by the team.
4848 (d) The Texas Higher Education Coordinating Board, in
4949 collaboration with the commissioner of education, shall develop and
5050 post on the board's Internet website a blind scoring system,
5151 including the criteria on which the scoring is based, for ranking
5252 nominations made under Subsection (c).
5353 (e) The commissioner of higher education, based on the
5454 system developed under Subsection (d), shall make the appointments
5555 to each higher education curriculum review team from among persons
5656 nominated by institutions of higher education or private or
5757 independent institutions of higher education under this section.
5858 (f) Notwithstanding Subsections (c) and (e), if the subject
5959 under review by a higher education curriculum review team is career
6060 and technical education, at least one member of the team must be
6161 selected from each of the following institutions:
6262 (1) Texas State Technical College System; and
6363 (2) Lamar Institute of Technology.
6464 (g) In selecting appointees for a higher education
6565 curriculum review team, the commissioner of higher education shall
6666 attempt to achieve a balanced combination of educational
6767 perspectives.
6868 (h) Each higher education curriculum review team shall,
6969 before final identification and adoption of the essential knowledge
7070 and skills by the State Board of Education, make recommendations to
7171 the State Board of Education concerning the essential knowledge and
7272 skills.
7373 (i) The agency shall post on the agency's Internet website
7474 the recommendations of each higher education curriculum review
7575 team.
7676 (j) The commissioner of higher education shall coordinate
7777 with the State Board of Education as necessary for the
7878 administration of this section.
7979 SECTION 2. This Act takes effect immediately if it receives
8080 a vote of two-thirds of all the members elected to each house, as
8181 provided by Section 39, Article III, Texas Constitution. If this
8282 Act does not receive the vote necessary for immediate effect, this
8383 Act takes effect September 1, 2011.
