77 relating to reporting student enrollment in tech-prep programs and
88 evaluating tech-prep consortia.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 29.185, Education Code, is amended to
1111 read as follows:
1212 Sec. 29.185. CAREER AND TECHNOLOGY PROGRAM REQUIREMENTS AND
1313 PROCEDURES [RULES]. (a) The agency shall prescribe requirements
1414 for career and technology education in public schools as necessary
1515 to comply with federal law.
1616 (b) The agency shall establish procedures for each school
1717 district and open-enrollment charter school to:
1818 (1) accurately identify students who are enrolled in a
1919 tech-prep program as described by Section 61.852; and
2020 (2) report the accurate number of tech-prep program
2121 students to the agency and the Texas Higher Education Coordinating
2222 Board.
2323 SECTION 2. Section 61.858, Education Code, is amended to
2424 read as follows:
2525 Sec. 61.858. TECH-PREP CONSORTIUM [STATEWIDE] EVALUATION.
2626 (a) The [In coordination with tech-prep consortia, including the
2727 governing board of each tech-prep consortium, the] board shall
2828 develop and implement a statewide system to evaluate each tech-prep
2929 consortium. The evaluation must include:
3030 (1) an assessment of the consortium's performance
3131 during the past year in comparison to the goals and objectives
3232 stated in the five-year plan contained in the consortium's grant
3333 application to the board under Section 61.856;
3434 (2) an identification of any concerns the board has
3535 regarding the consortium's performance; and
3636 (3) recommendations for improvement by the consortium
3737 in the next year [based on the success of the consortium's tech-prep
3838 program and other appropriate criteria. The evaluation system must
3939 include standards that a tech-prep consortium, including the
4040 consortium's governing board, is expected to meet in administering
4141 the consortium's duties under this subchapter].
4242 (b) The [Using the criteria developed under Subsection (a),
4343 the] board shall evaluate each tech-prep consortium annually
4444 [biennially]. At least once every four years, or more frequently as
4545 provided by board rule, the annual evaluation shall be conducted
4646 on-site.
4747 (c) Not later than November [October] 1 of each
4848 [even-numbered] year, the board shall provide a written report to
4949 each tech-prep consortium with the results of the evaluation. The
5050 report must:
5151 (1) contain the findings, concerns, and
5252 recommendations resulting from the evaluation required under
5353 Subsections (a) and (b);
5454 (2) communicate to the consortium the results of the
5555 board's evaluation, specifically including the elements required
5656 by Subsection (a);
5757 (3) [discuss any failure of the tech-prep consortium
5858 to meet a standard established under Subsection (a) during the
5959 reporting period, recognize the achievements of the consortium,
6060 including the consortium's meeting of standards during the
6161 reporting period,] identify areas in which the consortium has made
6262 improvement or should take steps to improve its performance;[,] and
6363 (4) identify best practices of tech-prep consortia.
6464 SECTION 3. This Act takes effect September 1, 2011.
