| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Subchapter G, Chapter 370, Transportation Code, |

| 14 | 14 | | is amended by adding Section 370.3053 to read as follows: |

| 15 | 15 | | Sec. 370.3053. LIMITED AUTHORITY FOR CERTAIN PROJECTS USING |

| 16 | 16 | | COMPREHENSIVE DEVELOPMENT AGREEMENTS. Notwithstanding Sections |

| 17 | 17 | | 370.305(d) and (f), an authority may enter into a comprehensive |

| 18 | 18 | | development agreement relating to the construction of the Outer |

| 19 | 19 | | Parkway Project from U.S. Highway 77/83 to Farm-to-Market Road |

| 21 | 21 | | SECTION 2. This Act takes effect immediately if it receives |

| 22 | 22 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 23 | 23 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 24 | 24 | | Act does not receive the vote necessary for immediate effect, this |

| 25 | 25 | | Act takes effect September 1, 2011. |
