A BILL TO BE ENTITLED
AN ACT
relating to oversight of emergency services districts.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. OVERSIGHT. (a) The appropriate state agency
shall adopt rules regarding the oversight of emergency services
districts. The rules must allow the investigation of the
district's operations and spending, including spending on outside
contracts by the district, and allow for the imposition of
penalties for improper operations or spending.
(b) The commissioners court of a county shall adopt
procedures regarding the oversight of emergency services districts
wholly or partly located in the county. The procedures must allow
the investigation of the district's operations and spending,
including spending on outside contracts by the district, and allow
for the imposition of penalties for improper operations or
spending.
SECTION 2. EFFECTIVE DATE. This Act takes effect September
1, 2011.
