The bill would amend the Transportation Code to revise and replace existing laws relating to the development processes for certain toll projects and the valuation of toll projects under a comprehensive development agreement or other public-private partnership arrangement. The bill would require a local toll project entity to reimburse the Texas Department of Transportation (TxDOT) for the use of state highway right-of-way or access under certain procedures established by the bill. Based on the analysis of TxDOT, it is assumed that duties associated with implementing the provisions of the bill could be absorbed within existing resources. Local Government Impact According to the Grayson County Regional Mobility Authority, there would be no fiscal impact associated with the provisions of the bill. The North Texas Tollway Authority reported the authority does not anticipate a negative fiscal impact associated with the provisions of the bill.
