 A BILL TO BE ENTITLED
 AN ACT
 relating to the election from single-member districts of the
 governing body of certain populous municipalities.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Sections 26.044(a) and (b), Local Government
 Code, are amended to read as follows:
 (a)  The governing body of a municipality with a population
 of 1.9 [1.5] million or more must consist of one mayor elected at
 large and[,] 16 members elected from single-member districts[, and
 six members elected at large]. Each member representing a
 single-member district must reside in the district.
 (b)  This section supersedes any charter provision, [or]
 ordinance, or election authorizing [adopted before January 1, 1992.
 The municipality may adopt] a different composition or organization
 of a municipality's [its] governing body [in a manner provided by
 its charter on or after January 1, 1992].
 SECTION 2.  Sections 26.044(f), (g), (h), and (i), Local
 Government Code, are repealed.
 SECTION 3.  The changes in law made by this Act to Section
 26.044, Local Government Code, apply at the first general election
 for members of the governing body of a municipality to which that
 section applies that occurs after the effective date of this Act.
 Before that election is held, the governing body shall adopt a
 redistricting plan for the municipality that complies with the
 changes made by this Act to Section 26.044, Local Government Code.
 SECTION 4.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2011.
