| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 449.052, Government Code, is amended by |
|---|
| 12 | 12 | | adding Subsection (e) to read as follows: |
|---|
| 13 | 13 | | (e) The commission may provide matching grants to assist in |
|---|
| 14 | 14 | | the implementation of the commission's goals and objectives. |
|---|
| 15 | 15 | | SECTION 2. Subsection (a), Section 449.053, Government |
|---|
| 16 | 16 | | Code, is amended to read as follows: |
|---|
| 17 | 17 | | (a) The commission may accept gifts and grants from a public |
|---|
| 18 | 18 | | or private source for the commission to use in performing the |
|---|
| 19 | 19 | | commission's powers and duties under this chapter. The commission |
|---|
| 20 | 20 | | may participate in the establishment and operation of an affiliated |
|---|
| 21 | 21 | | nonprofit organization whose purpose is to raise funds for or |
|---|
| 22 | 22 | | provide services or other benefits to the commission. |
|---|
| 23 | 23 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 24 | 24 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 25 | 25 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 26 | 26 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 27 | 27 | | Act takes effect September 1, 2011. |
