| 7 | 7 | | relating to including a personal financial literacy component in |

| 8 | 8 | | public school mathematics instruction. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subsection (a), Section 28.0021, Education Code, |
|---|
| 11 | 11 | | is amended to read as follows: |
|---|
| 12 | 12 | | (a) The Texas essential knowledge and skills and, as |
|---|
| 13 | 13 | | applicable, Section 28.025 shall require instruction in personal |
|---|
| 14 | 14 | | financial literacy in: |
|---|
| 15 | 15 | | (1) mathematics instruction in kindergarten through |
|---|
| 16 | 16 | | grade eight; and |
|---|
| 17 | 17 | | (2) one or more courses required for high school |
|---|
| 18 | 18 | | graduation. |
|---|
| 19 | 19 | | SECTION 2. Subsection (a), Section 31.0231, Education Code, |
|---|
| 20 | 20 | | is amended to read as follows: |
|---|
| 21 | 21 | | (a) The commissioner shall adopt a list of: |
|---|
| 22 | 22 | | (1) electronic textbooks; and |
|---|
| 23 | 23 | | (2) instructional material that conveys information |
|---|
| 24 | 24 | | to the student or otherwise contributes to the learning process, |
|---|
| 25 | 25 | | including tools, models, and investigative materials designed for |
|---|
| 26 | 26 | | use as part of the foundation curriculum for: |
|---|
| 27 | 27 | | (A) science in kindergarten through grade five; |
|---|
| 28 | 28 | | and |
|---|
| 29 | 29 | | (B) personal financial literacy in kindergarten |
|---|
| 30 | 30 | | through grade eight. |
|---|
| 31 | 31 | | SECTION 3. For purposes of the textbook review and adoption |
|---|
| 32 | 32 | | requirements under Section 31.022, Education Code, the State Board |
|---|
| 33 | 33 | | of Education shall review and adopt mathematics textbooks that |
|---|
| 34 | 34 | | satisfy the requirements of Section 28.0021, Education Code, as |
|---|
| 35 | 35 | | amended by this Act, on the next scheduled review and adoption cycle |
|---|
| 36 | 36 | | for mathematics textbooks after the effective date of this Act. |
|---|
| 37 | 37 | | SECTION 4. This Act applies beginning with the 2011-2012 |
|---|
| 38 | 38 | | school year. |
|---|
| 39 | 39 | | SECTION 5. This Act takes effect immediately if it receives |
|---|
| 40 | 40 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 41 | 41 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 42 | 42 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 43 | 43 | | Act takes effect September 1, 2011. |
